    European Commission webinar on ?Regions, Cities and Level(s): Powering the green transition in Europe?s buildings?, 12 October from 16:00 to 17:00 (CEST).

    In October 2020 the European Commission launched Level(s), the new EU common language for assessing the sustainability performance of buildings.

    The Commission will be running a special webinar at the European Week of Regions and Cities to show how Level(s) can help the buildings sector contribute to EU climate and circularity objectives within cities and regions.

    BACKGROUND

     

    Around 57% of the global population lives in urban areas, which contribute 80% of the global GDP. Cities play important role in enabling innovation. Meanwhile, urban growth presents enormous social, economic and environmental challenges, which necessitate a new way of planning and design. Urban and transport planning practices are about to change from urban infrastructure design to participatory approach using new and emerging technologies.

     

    The EU implement the urban development strategy through an integrated, partnership, and place-based approach. To implement the European Green Deal, the EU commitments to urban initiatives e.g., the Climate-Neutral and Smart Cities Mission, the Urban Agenda for the EU, the New Leipzig Charter, the European partnership on Driving Urban Transitions for a sustainable future (DUT) and the New European Bauhaus. The recently adopted ?New Urban Mobility Framework? aims to make urban transport more resilient, environmentally friendly, and energy-efficient by identifying zero-emission solutions for urban logistics.

     

    China prioritises green transformation in the new-type urbanization strategies.  In April 2021, China issued the 14th Five-Year Plan and Long-Term Targets for 2035, prioritising the people-centred, sustainable and fair urbanization at the heart of its development strategy. It also quantified carbon emissions targets, decoupling economic and social development with climate change. In Oct. 2021, Opinions on Promoting Green Development of Urban and Rural Construction further provided guidelines on the green and low carbon integrated urban-rural development.

     

    As part of the EU Climate Diplomacy Weeks 2022 (12 Sep ? 30 Oct), which focuses on the theme of energy, this webinar invites you to join in the annual global campaign to foster cooperation on climate change and inspire concrete actions for green and livable cities through urban planning and design practices and tools.

     

     

    OBJECTIVES

     

    Through deep multilateral discussion, this thematic webinar seeks to showcase challenges and solutions in IURC pilot cities & regions for green, inclusive, competitive, and resilient urban and transport planning, and provide them with a networking opportunity to:

     

    1. Share perspectives, policy initiatives, and best practices
    2. Identify potential cooperation projects and relevant stakeholders to address the fundamental urban issues.

    BACKGROUND

     

    In the EU and China, urban renewal has become the major way to meet the increasing demand of residents for urban space and facilities without the expenses of large-scale demolition of existing buildings and urban fabric. Many neighbourhoods and buildings are in critical demand of renovation aiming for healthy environmental quality, energy & resource efficiency, and aesthetics of the built environment.

     

    The EU initiated the Green City under the framework of the New Leipzig Charter, which calls for nature-based solutions to regenerate urban ecosystems, the New European Bauhaus, which matches sustainability with good design, and the Хвиля оновлення Strategy to improve the energy and resource efficiency of buildings. The recent effort to revise the Energy Performance of Buildings Directive (EPBD) translates the EU’s Renovation Wave Strategy into concrete legislative action.

     

    In China, the strategy of ?Double Urban Repair? – Ecological Restoration and Urban Renovation has changed the property-led urban renewal towards a more participatory approach which demands closer investigation of the local context and diverse stakeholders to protect the history and culture of the neighbourhood. Green Building technologies and criteria are applied to improve the environmental quality, energy performance and social sustainability. Notably, carrying out nearly-zero energy buildings (NZEB) is written in the 14th Five-Year Plan in 2021.

     

    Held in the EU Climate Diplomacy Weeks 2022 (12 Sep ? 30 Oct), which focuses on the theme of energy, we invite you to take part in the IURC cooperation webinar that aims to foster cooperation on climate change through sustainable urban renewal and regeneration.

    Through deep multilateral discussion, this thematic webinar seeks to showcase challenges and solutions in IURC pilot cities & regions for a green, inclusive, competitive, and resilient urban regeneration and provide them with a networking opportunity to:

    The webinar was organized by the International Urban and Regional Cooperation Latin America (IURC-LAC) Programme with the objective of present the experience of rehabilitation of abandoned historic buildings in city centers and its challenges. The topic is of great interest, since  historic centers concentrate a large number of heritage buildings, which, in many cases, remain disabled and unusable for years.
